2.1. | New Councillor. RW welcomed Judy Brine on to the Parish Council, as a new Councillor. KK to pass on any information as to training days, for both JB and SG. Also KK to provide bank forms so that JB,SG and KG can sign cheques. | KK to pass on info and forms. |
2.2 | Recreation ground. RW has spoken to Ken Green and Basingstoke and Deane re: the Parish funding scheme. It has been suggested that the Recreation Ground is registered to the Parish Council and is certainly used in the same way a Village Green would be, i.e. two local football teams use it, as do the Youth Group and the Parish Council owns the skate board ramp on it. If the Recreation ground is registered to the Council it stands a good chance of receiving funding towards the grass cutting. KK to find out from the Commons Initiative. 2.3 | KK has emailed Noel Preece about funding for grass cutting and gave him the Parish Council grounds maintenance costs. | |
2.4 | Speed signs for Moundsmere Close. KG passed a message via AO, she has spoken with Colin Hooper at Basingstoke and ascertained that the signs have come in, but not put up yet. KK passed along a suggestion from John Cool, who lives next to the Play area on Stenbury Drive, there is a Cherry tree limb obscuring the Play ground sign on the side of the road. AO to change the disclaimer on the playground fence that states the play ground is inspected daily, to weekly. | KK to action removal of limb. AO change the notice. |
2.5 | Potholes Some of the potholes have been patched and total re-surfacing and line painting has already been done in Axford and the Bradley Rd, DP said the Wield Rd has not been touched. DP also stated that the sign for the recreation ground is missing as it sticks out into the road and gets knocked off by passing vehicles and would be better on the right hand side of the road. KK spoke to Colin Hooper about the sign, who said that it would be repositioned. | |
2.6 | The hedge at Jasmine Cottage has now been cut, however the Buddlia, over hanging shrubs and Birch tree in the front of Flowers Cottage are still causing pedestrians off the pavement. At this point it was felt that notifying Tracey in the lettings department of Moundsmere Estate Management was sufficient. | RW to ring Tracey. |
3. | Dickersfield Proposal. | |
3.1 | RW posed the question as to whether the PC wanted to accept the proposal as presented. However it was felt that costs should be known before any plans were agreed and that in general that there were too many trees and to have hedges on top of mounds would leave a relatively small area feeling overcrowded and the mounds were not practical from a maintenance point of view. | |
3.2 | There was a strong consensus that although a very simple design may not provide a strong enough case for funding, the very fact of keeping it simple may mean that funding was less necessary. The Trust could fund a few Fruit trees, picnic benches etc and have paths cut through the long grass areas. The grass areas could be allowed to grow without intervention, only cutting them twice a year, thus allowing the natural seed bank to flower, but maintaining low up keep costs. SG was concerned that if a large sum of grant money was spent on the area, that after 5 or 10 years the amenity value of the site would deteriorate, as up keep would be too high and that volunteers are generally not forth coming. 4.3 | S137 DP pointed out that KG had previously stated that the bus shelter was in very poor repair, especially the roof, where tiles are lifted up due to the Ivy. It was decided that money should be spent repairing the shelter. | RW to speak to MM to see if JL or ML can make the repairs. |

PC response :- The PC has no objection to the proposed construction of a tennis court in the location indicated. Furthermore we confirm that to the best of our knowledge the site was a vegetable garden, rather than agricultural land, as stated by Mrs Anne Luneburg in her letter. | |

8.1 | PC Andy Reid attended the meeting and presented a short report on crimes and incidents in the area. | |

8.2 | DP and SG explained that the grass cutting regime at Southall was upsetting the Village, as the large field was cut with a gang mower that takes the whole of a Sunday and is quite noisy. SG suggested that a letter could be drafted and signed by concerned Villagers and copied to the PC. It is possible that if the land is proved to be Agricultural the regulations state that it should only be cut a certain number of times a year and then the PC could step in at that point. | |
8.3 | KK explained that she would be unable to do the job of the Clerk after December and the job had been advertised in the Oxdrove in hopes that a person with local connections would come forward. Failing a positive response, the job could be advertised in the Basingstoke Gazette and on the Hampshire ALC web site. | |
