2. | New Councillors. KK has passed on information on training days for new Councillors. | |
2.2 | Recreation ground. RW has spoken to Basingstoke and Deane Borough Council regarding the grass cutting at the Recreation Ground, which whilst it has been found that the pitch was left in Trust by Mrs Mills for the use of the Village; it is still registered to her. However in the light of its use, RW has requested that BDBC consider funding the grass cutting there as it costs £600 a year, to which the Parish Council contributes annually towards the general expenses of the Recreation Association. | |
2.3 | AO has changed the disclaimer on the playground fence that states the play ground is inspected daily, to weekly and established that BDBC inspect the play ground equipment every Tuesday. John Cool has offered to paint the Slide free of charge. | |
2.4 | Speed signs for Moundsmere Close. KG stated the signs were now up. | |
2.5 | Potholes AO rang Colin Hooper to tell him the potholes on the Wield Rd have not been touched for a year. Colin Hooper said that the new contractors were having difficulty doing outstanding work, but it would be done as soon as possible. DP also stated that the sign for the recreation ground is still missing and would be better on the right hand side of the road. AO said the signs had arrived, but apparently were the wrong size, so were not put up and new signs will be made. AO has sent off the Highways Questionaire. | |
2.6 | Flowers Cottage. The Buddlia, and over hanging shrubs and Birch tree in the front of the cottage have now been cut back. | |
2.7 | Bus Shelter. RW has spoken to MM concerning the repair of the bus shelter; MM will get someone to quote for the work. It appears that the roof does not need replacing entirely, as only one end of the roof beam is rotten and a piece can be cut in and as long as the work is done fairly quickly will suffice. | MM to get a quote |
2.8 | The notice board at Axford was deemed to be fine and RW said he would paint it in the Winter and that the Clerk was entitled to take down non Council notices to make room for Council ones. | |
3. | Dickers Field Proposal. | |
3.1 | MM and RW met with Jantiene, who despite the changes to the plan is very happy to help. Jantiene is going to draw up a simpler plan, whereby there is a winding track cut through the long grass, a few trees, benches and a hedge/ shrub screen between the land and the houses. Jantiene will bring a revised plan to the November meeting. | |
3.2 | The December meeting will start at 6.30pm to allow the public to view the plans and give their opinions. Jantiene advised that the PC start slowly and see what sort requests come in from the public. | |
3.3 | CB thought that perhaps there should be a notice board stating that it was Trust land and was there as an amenity value. MM agreed and stated that the public needed to know that it was to be a conservation area and not a site for building on. This commitment had been clearly given by the Parish Council before Moundsmere Close was built. RW assured them that a display board would be erected giving the local history of the land with pictures, inviting the public to enjoy the space , but be aware that it is not common land. | |
3.4 | CB asked if the PC needed planning permission for change of land use from Agricultural to Amenity / conservation and thought that 3rd party indemnity insurance was necessary. | |

4.2 | The completed audit form was presented to the Council and will displayed on the main Preston Candover notice board along with the signed notice. | |
4.3 | The parish funding and precept from BDBC was discussed, the paper work was signed by the Councillors. It was decided to keep the precept the same as last year, in view of the fact that it was increased last year and the recession has hit everyone’s pocket. There are no projects that would justify an increase in the precept. | |
5 | Planning Matters. | |

7 | Highways and byways | |
7.1 | MM explained that there was a problem with the footpaths crossing Preston Farms, due to the publication of a book entitled ‘Forty lovely walks in Hampshire’ that totally disregards whether the land is private or not; MM hoping to get the book with drawn. | |
8 | Reports from Chairman and Members | |
8.1 | PC Andy Reid attended the meeting and presented a short report on crimes and incidents in the area. | |

8.2 | RW showed the letters concerning Chilton Pit, which it would appear that the PC still owns and the Recreation ground, which is still registered to Mrs Mills. | |
8.3 | DP mentioned the diversion burglary of Miss Margaret Dickers, who has now lost all the money she had been saving for her mother’s headstone and all her life savings. DP said there had been a whip round in the Village and did the PC want to be contributing. All were in firm agreement that a cheque should be written straight away. KG took chq as she collects her prescriptions for her and will see Miss Dickers shortly. | |
