2.1 | Introduction to Mr Ron Darley, the new Clerk. RD attended the meeting for a short while to introduce himself and give a synopsis of the Council work he has already done. RD is a qualified clerk, who lives at Kempshot and has lived in the Basingstoke area forty years. RD was the town clerk at Tadley for 12years and currently looks after Cliddesden, (which is about the same size as Preston Candover) Ichenswell and Rooksdown. He is also the locum clerk for old Basing until January 2010 and has in the past been the locum clerk for Twyford, Petersfield and Hartley Witley. Thus it was felt by all the council members that RD is well qualified to take over as clerk to Preston Candover. | |
| Unfortunately RD is unable to do the first week of the month, so subject to the Village Hall being free it was decided that the third Monday of each month would be the new Parish Council meeting time. So the next meeting will be with RD as the new clerk on 18th Jan 2010. | |
2.2 | Recreation ground. RW has spoken to Basingstoke and Deane Borough Council regarding the grass cutting at the Recreation Ground, Noel Preece emailed RW to say that the bid for the additional grass cutting area had gone forward, but the result was not known yet. | |
2.3 | New Councillors. Judy was unable to make the November Core Skills course, SG, KG, and J.B to be booked in to the next available course. | KK to book the core skills course |
2.4 | Bus Shelter. Concerning the repair of the bus shelter, MM will get Graham Turner, a local craftsman to look at the problem and provide a quote for the work needed. | MM to get a quote |
2.7 | RW has spoken to HCC regarding the closure of the Oxdrove and has ascertained that it is the two sections either side of the Wield Road and they are going to fill the ruts with hard core to make it passable again and cut back any ingress. | |
3. | Dickers Field Proposal. | |
3.1 | Jantiene attended an earlier, public meeting to put the plans forward to the Village and answer any questions. One of the main points brought up was that fencing might be needed, if people are encouraged to walk their dogs there so that they didn’t wander in to neighbouring gardens. There were no objections, the minutes to this meeting are separate. | |

4.3 | RW asked the Councillors to put forward suggestions as to how best to distribute the accumulated savings. For the past several years the council has been prudent, in case there were unexpected costs with regard to the affordable housing scheme, but since they have been completed there are funds available for worthy causes, which will benefit parishioners. | |
| The following are suggested causes:- SG suggested the Village Hall committee should be given a donation towards a new kitchen, as the current one is in poor condition and not really suitable. | |
| RW and DP thought the Recreation Club should be given quite a large amount, in order to refurbish the changing rooms which would hopefully encourage more teams to hire the facilities and therefore bring in more revenue. DP suggested Dennis Smith was the person to talk to and that perhaps a number of ongoing projects could be funded. | |
| CB suggested giving the Parochial Parish Council quite a large sum in order for them to undertake essential tree work and grounds maintenance at St Mary’s Church Yard. RW said he would discuss this with Ann Luneberg and ask for an estimated ‘shopping list’ of requirements and intimate that there would be around £2000 available for such projects. | |
| RW brought up the need to repair the bus shelter, which was agreed. RW also suggested that the Parish Council buy two benches for the Dickers Field landscaping scheme. | |
| RW said we may have to pay BT to keep the Axford telephone kiosk in working order. (please see Chairman’s report) | |
| SG wondered about moving the skate ramp from the Recreation ground to behind the village Hall by the Tennis Courts as it would get used more and parents would feel their teenagers were safer. | |

8.3 | RW explained the BT proposal. It would appear that despite strong opposition from the Parish Council and from Basingstoke and Dean Borough Council regarding the removal of the BT Telephone kiosks. BT are adamant that they are under used and there for should be removed, even though they have been strongly advised that the Candover Valley has very poor mobile phone reception and public phones are a necessity in case of emergencies. | |
| There are several choices open to the Parish Council, firstly for the cost of £1the Council can adopt the actual red box for prosperity and are then responsible for its up keep. Secondly the Council could sponsor the entire phone box, that will ensure the kiosk and a working phone that is maintained by BT for £300 a year. | RD to see if BDBC can provide any funding. |
| It was felt that a working Telephone kiosk was essential at Axford as there have been a number of accidents there and no way of calling emergency services, so the Parish Council have agreed to sponsor the kiosk; but only adopt the one by the Village Hall, as emergency calls could be done from a number of different places in the Village. | |
| BT records showed thatthe Preston Candover kiosk had not been used once over a year; the Axford kiosk had been used34times in the same period: neither of theses kiosks are economic for BT to run. | |
